Are whitetail deer considered livestock by the USDA or any state agencies?

The Louisiana Dept of Agriculture considers WT Deer as Alternative Livestock. Mississippi considers them as wildlife.

You will need to check with each individual state about their rules, regulations and laws, it varies a lot! Captive or not has a large play but is not an absolute. As far as the USDA it depends on which division you are talking with.

To answer your question. Both State & Federal – some do and some don’t.
